The Regulatory Information Service Center (RISC) provides tools and services that enable the executive branch to engage with the public in the federal rulemaking process. The RISC and the Office of Information and Regulatory Affairs (OIRA), in the Office of Management and Budget, jointly developed the RISC/OIRA Consolidated Information System (ROCIS). RISC, OIRA, and Federal agencies utilize ROCIS to carry out the following functions:
- RISC’s compilation and publication of the Unified Agenda of Federal Regulatory and Deregulatory Actions and the Regulatory Plan. These documents provide information on regulatory and deregulatory actions under development throughout the Federal government.

also provides the ability to prepare regulatory documents in a format that agencies can use for submission to the Federal Register for publication.
gives the public access to Federal regulatory agendas and regulatory plans, regulatory review, and information collections to make the rulemaking activities of OIRA and Federal agencies transparent.
