Tier 3 — A governmentwide acquisition designation for contracts and vehicles that multiple agencies use and that satisfy five key criteria:
- Rigorous requirements definitions and planning processes.
- Appropriate pricing strategies.
- Data-driven strategies to change buying and consumption behavior, such as demand management.
- Category and performance management strategies.
- Independently validated reviews.
Sole source
Since there are no ANC, Tribal-owned, or Native Hawaiian organizations on HCaTS at this time, only the standard 8(a) $4.5 million sole source threshold applies.
Sole source 8(a) orders may be issued against these contracts until Dec. 21, 2025. You can not sole source with the HCaTS Unrestricted or HCaTS Small Business contracts.
