Through the Infrastructure Investment and Jobs Act, we will modernize two land ports of entry in New York:
The Rouses Point Land Port of Entry connects the U.S. town of Rouses Point, New York, and the Canadian town of Lacolle, Quebec. The land port processes commercial and passenger vehicles, pedestrians, boats, and freight and passenger train traffic. The port is about a half mile south of the U.S.-Canada border and rail passenger inspections happen over one mile beyond the border into the U.S. at a site that U.S. Customs and Border Protection does not control.
The Trout River Land Port of Entry connects Constable, New York, and the Canadian town of Athelstan, Quebec. The facility is a nearly rectangular 1.75-acre plot that is slightly sloped and overlooks the Trout River.
Supply chain
The Rouses Point LPOE is easily connected to major commercial destinations of Montreal, Quebec, Burlington, Vermont, Albany, New York, and New York City. Passenger train service between New York City and Montreal stops at the Rouses Point train station. The port supports commercial and travel and tourism industries.
The Trout River LPOE is near U.S. and Canadian international airports. The LPOE inspects an average of 1,400 commercial vehicles and 25 buses annually. Commercial transport includes goods for the local communities, including Massena and Saranac Lake.
Jobs and economic impact
With expanded capacity, Rouses Point, New York, can benefit from travelers who enjoy historical attractions, shopping and dining, special events, concerts and plays, an indoor hockey arena and civic center, and endless outdoor recreation opportunities. The port also supports a travel and tourism industry being less than a one-hour drive from the Adirondack High Peak region and the ski resorts of Vermont.
The Trout River LPOE processes an average of 146,000 passenger vehicles annually. The port supports agricultural and forest industries, in addition to travelers and tourists who enjoy the Adirondack Mountain Range and Montreal, Canada.
Local impact
These projects will improve the quality of life for anyone who lives nearby, or who works at or uses the border crossings. Modern, functional, and secure ports benefit economic and cultural conditions for both countries.

Security
The expansion and modernization at Rouses Point LPOE will enable safe and efficient vehicle inspections. CBP officers will have adequate visual surveillance of the border, as well as sufficient clearances for commercial vehicle and passenger train inspections.
The Trout River LPOE project will improve evasions, and outbound and secondary inspections.

those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
