Guidance when using ODCs for Marketing and Public Relations Services

SIN 541810ODC and SIN OLM

The Multiple Award Schedule contains two SINs which agencies can utilize in conjunction with any other SIN in the Marketing and Public Relations subcategory to acquire other direct costs. They are:

ODCs that are not included under SIN 541810ODC or OLM

Any additional Other Direct Costs the contractor proposes that are not included under either SIN 541810ODC or OLM (excluding travel, which is covered under C-FSS-370 shall be considered non-MAS or “open market” items in accordance with , and all regulatory procedures for advertising, competition, and evaluation are applicable.

Given the additional requirements associated with evaluating non-MAS items, most federal agency contracting officers do not want to receive quotes containing them. It’s permissible for them to include a requirement in the RFQ stating:

Only items currently awarded under the quoter’s MAS contract are to be provided. Non-MAS items will not be considered or awarded.
